What do you need to know?
These are subsidies for renovation works inside homes for the elderly, located in the areas of the territorial services of the Housing Agency of Catalonia in Girona, Tarragona, Lleida and Terres de l'Ebre.
The call does not include the Barcelona area since the Provincial Council and Barcelona City Council have very similar aid lines for the same group of people.
To living units where one of its members is a person aged 65 or over, who lives in the home subject to the arrangement.
The application period begins on July 1 at 9 a.m. and ends on September 30, 2025 at 2 p.m., both days included.
The necessary documentation can be found in Annex 1 of the Resolution.
Along with the application, the following documentation must be provided:

Documentation to be provided with the application
- Applicants who do not object to the managing body being able to obtain electronically the data necessary for the monitoring and control of these subsidies will not be required to provide the corresponding documentation to: the State Tax Administration Agency (AEAT), the Tax Agency of Catalonia (ATC), the National Institute of Social Security (INSS), the State Public Employment Service (SEPE), the corresponding municipal registry, the Department of Labor, Social Affairs and Families, the Employment Service of Catalonia (SOC), the General Directorate of the Police, the General Directorate of the Cadastre and the Property Registry.
- DNI/NIF/NIE of the applicant and, where applicable, of all members of the cohabitation unit. (*)
People with disabilities, dependency or similar situations: certificate from the General Directorate of Personal Autonomy and Disability, certifying the degree of limitation or a report certifying dependency issued by social services. (*). - Cohabitation certificate in the home. (*)
- Proof of income of the applicant and the other members of the cohabitation unit (*).
- Homeowners: updated simple information note from the property registry regarding ownership of the property subject to the actions. (*)
- When the applicant is the holder of a usufruct right over the home, the title and authorization from the bare owner to carry out the renovation work.
- If applicable, the rental contract in the name of the applicant and the authorization from the property to carry out the renovation work.
In the case of rentals not documented by contract, to prove the applicant's condition as a tenant, the presentation of the receipts of the monthly payments will be sufficient. - Company budget that includes a descriptive report of the renovation work to be carried out, which must be duly broken down for each action, with a statement of measurements and unit prices. In the event of more than one action, a summary sheet of the total cost of the work must be provided, according to a standardized model.
- Color photographs of the general condition of the home and the elements subject to the renovation.
Technical documentation that must be provided at the start of the works
- Notice of the start of the renovation works according to the standard model that can be obtained on the Tràmits gencat portal https://tramits.gencat.cat.
- Municipal works license that must be valid throughout the execution of the works.
Economic and technical documentation to be provided at the end of the works
- Standard form in the name of the applicant with the bank details of the account where the subsidy must be paid.
- If applicable, standard form for the request for the assignment of rights to collect the amount of the subsidy according to a standard model in the name of a single company that carries out the subsidized works.
- Final statement of the repair works and justification of the expenditure, according to a standard model
- Invoices and receipts for the expenditure incurred on the works as described in the regulatory bases
- In the case of repair of the electrical, water or gas installation, the installer's bulletin duly formalized by the corresponding body must be provided.
- In the case of the installation of accessibility devices, it will be necessary to provide the certificate proving that the installation complies with current regulations, together with the management and maintenance contract for the installation.
- In the case of renovation or replacement of windows and other exterior openings, the supplier or installer company will need to provide the CE marking document indicating the thermal transmittance of the set, and in the climatic zone where it is required, the value of the modified solar factor.
- Justification of the expenditure incurred, according to what is described in base 17 of Resolution TES/1095/2020, of May 19.
- Color photographs of the renovation works carried out.
The Housing Agency of Catalonia may request additional documentation in order to verify compliance with the purpose of the subsidy, which must be presented, if applicable, in specific formats to facilitate its processing.
Requirements for applicants
Applicants who are part of a living unit that includes among its members a person aged 65 or over, who have their usual and permanent residence in the home that is the subject of the arrangement, and who are directly benefited by the renovation works, may be beneficiaries of the subsidies.
- The person aged 65 or over who lives in the home must meet one of the following conditions:
Not having enough autonomy to carry out hygiene, food, mobility or other similar activities.
Have a degree of disability equal to or greater than 33%, or have a permanent disability pension recognized, in the total, absolute or severe disability degree or be a pensioner of passive classes who has a retirement or retirement pension recognized for permanent incapacity for service or uselessness, or prove some degree of dependency, in accordance with the provisions of Law 39/2006, of 14 December. - The income of the living unit cannot exceed 2 times the weighted Income Sufficiency Indicator of Catalonia (IRSC) depending on the number of members that make up the living unit and the geographical area where the home is located.

- The applicant must be the owner, usufructuary or tenant and neither they nor any of the members of the cohabitation unit may own any other property in the territory of Catalonia, unless they have the use and enjoyment of it.
- Not be subject to any of the prohibitions to be a beneficiary of subsidies, in accordance with article 13 of Law 38/2003, of November 17, General of Subsidies.
- Fulfill tax obligations with the state and the Generalitat of Catalonia and obligations with Social Security.
Housing requirements
- Having obtained from the Housing Agency of Catalonia or the collaborating local housing offices, prior authorization to carry out the inspection, an internal report on the technical suitability of the housing, which includes the assessment of the works.
- The works cannot have begun before the date of publication of the call in the Official Gazette of the Generalitat of Catalonia, nor before the date of the technical inspection of the housing by the collaborating entities of the Housing Agency of Catalonia, for the preparation of the internal technical suitability report.
- The budget for the works submitted cannot exceed the maximum amount of €8,000.

Eligible actions
Eligible actions for arranging the interior of the home must conform to the types of works described in the call for proposals:
- Achieving the minimum conditions of habitability within the useful interior surface of the home intended to achieve health and comfort
- Adapting water, gas, heating, electricity and sanitation installations to current regulations: the installation of security measures to detect or warn of lack of tightness or leaks in the installations, and the installation of automatic systems intended to facilitate the opening of blinds or similar.
- Adapting the interior of the home to improve accessibility
Non-eligible actions
Interior renovation works of homes belonging to legal persons or entities without legal personality that have as their activity any of those described in section Q (Health and social service activities) of the National Classification of Economic Activities 2009 (CNAE - 2009) are not eligible for subsidies
Term and execution of the works
- The works must begin within a maximum period of 3 months from the date of notification of the provisional resolution granting the subsidy.
- The beneficiary must notify the Catalan Housing Agency of the start of the works within a maximum period of one month from their start.
- The period for the execution of the works cannot exceed three months, counted from the date stated in the certificate of commencement of the works.
- The extension of the execution period must be requested and granted expressly. If no resolution has been issued within a period of one month from the submission of the extension request, it will be deemed to have been denied.
Granting regime
The grants are awarded through a non-competitive public tender procedure, and applications are resolved in the order in which they are entered in the corresponding register, with complete and correct documentation, until the budget allocation is exhausted. The maximum period for issuing the grant award resolution is three months from the day after the deadline for submitting applications. Once this period has elapsed without the express resolution having been notified, the applications are considered rejected by administrative silence.
Maximum amount of the subsidy
The amount of the subsidy is 100% of the eligible budget, with a limit of 4,000 euros per home.
The eligible budget, for the purposes of calculating the subsidy, is made up of the material execution budget of the company that carries out the interior renovation work, the cost of the licenses or administrative authorizations, the taxes that tax the actions, the general expenses and the industrial profit, the costs of the diagnostics or previous technical studies and the fees of the optional technicians.
The material execution budget is that of the company or companies that carry out the interior renovation work and must comply with the municipal authorization of the works.
The Agency may adapt the protectable budget, for the purposes of calculating the subsidy, to the prices of the construction scales officially recognized in the Boletín Económico de la Construcción, or in the information bulletin of the Institut Tecnològic de la Construcció de Catalunya (ITEC) of the year of the call.
Incompatibility
These subsidies are incompatible with any aid or subsidy for the same purpose from other public administrations and public law entities.

The maximum period for resolving applications and notifying the resolution, duly motivated, is three months from the date of submission of the complete documentation. After this period, if the express resolution has not been notified, interested parties may consider their applications to have been rejected due to administrative silence
Notification of the processing and resolution acts will be made individually to the requesting individuals and entities. As a complementary matter, notifications will also be published through electronic procedures enabled through the electronic board of the Administration of the Generalitat (e-Tauler).
Can an appeal be filed?
Against the resolutions granting or denying these benefits, which exhaust the administrative process, an appeal for reconsideration can be filed within one month from the day after notification, before the person holding the management of the Housing Agency of Catalonia, or a contentious administrative appeal, before the competent judicial body within two months.
