Who can access the public health system?

All persons resident in Catalonia are guaranteed access to healthcare.

To be eligible for public healthcare, you must be officially registered on a municipal census (a process known as empadronament) in Catalonia.

How does one gain access to healthcare?

To use the public health system in Catalonia, you must apply for an Individual Health Insurance Card (TSI).

You can do this online or in person at your primary care centre (CAP). If you do not know which CAP is yours, you can check which CAP corresponds to your home address or call 061.

If you are in a situation of social vulnerability and you are not registered in a municipality, a CAP can inform you of the procedure to follow to obtain the TSI. Also, if you find yourself in special circumstances.

The Individual Health Insurance Card indicates the level of coverage and the corresponding benefits and services to which you are entitled within the public health system.

How can I arrange a medical visit?

To make an appointment you can call your primary care centre (CAP) or request one online.

If you live in a small municipality, your village may have a local clinic instead of a CAP. Primary care professionals travel there on certain days to see patients.

If you need paediatrics, sexual or reproductive care, or social services, the CAP will inform you where to go for this type of care.

If you need immediate attention, you can go to a 24-hour care centre or to a hospital emergency department for more serious cases.

For specialised care services, such as diagnostic tests or consultations with certain specialists, you must be referred by a professional from the primary care team of your CAP or from the emergency department that treated you, if applicable.
